Dear sir,
we have received message from hon. government & through mahasagh that our payfixation issue will be sorted in the meeting which will be schedulled after the session. this meeting will be conducted in presence of hon. minister, hon. secretary. this assuarance is given to us as well as hon. shri. kulathe by our hon. secretary & hon. director. the letter regarding our matter by hon. government is attached herewith.
I think we all should respect the letter & asuuarance given by our higher authorities & stay our uposhan dated 10/12/2010 till the meeting. i am confident that all of us are of same opinion.
As president i am very much thankful to all my friends, colleguegs, our hon. princiapals, hon. joint directors, our all vice presidents, our all active leaders & members at local centres for the active co-operation to our organisation & the same is expected in future.

6th pay update

Dear all,
yesterday(19/08/2010) i talked to hon. shri. abhay wagh regarding our sixth pay g.r. according to him, all formalities were completed on wednesday(18/08/2010) & the file will be kept for formal aproval of hon. shri. mahesh pathak on friday(20/08/2010). on the same day after approval g.r. will be issued.
today our friend shri. nandu kulkarni talked to hon. shri. mahajan & i talked to hon. shri. abhay wagh. today our sixth pay g.r. file is kept for approval to hon. shri. mahesh pathak. as our g.r. is of round about 30 pages, our hon. secretary needs to go through it. tomorow our hon. secretary may be busy with some meetings & programs. we will get our sixth pay g.r. on saturday(21/08/2010), monday(23/08/201) or late by tuesday(24/08/2010).
pl. keep patience & sorry for delay or inconvenience if any.

Dr. Abdul Kalam's Letter to Every Indian


Why is the media here so negative?
Why are we in India so embarrassed to recognize our own strengths, our achievements?
We are such a great nation. We have so many amazing success stories but we refuse to acknowledge them. Why?

We are the first in milk production.
We are number one in Remote sensing satellites.
We are the second largest producer of wheat.
We are the second largest producer of rice.
Look at Dr. Sudarshan , he has transferred the tribal village into a self-sustaining, self-driving unit. There are millions of such achievements but our media is only obsessed in the bad news and failures and disasters.

I was in Tel Aviv once and I was reading the Israeli newspaper. It was the day after a lot of attacks and bombardments and deaths had taken place. The Hamas had struck. But the front page of the newspaper had the picture of a Jewish gentleman who in five years had transformed his desert into an orchid and a granary. It was this inspiring picture that everyone woke up to. The gory details of killings, bombardments, deaths, were inside in the newspaper, buried among other news.

In India we only read about death, sickness, terrorism, crime.. Why are we so NEGATIVE? Another question: Why are we, as a nation so obsessed with foreign things? We want foreign T.Vs, we want foreign shirts. We want foreign technology.

Why this obsession with everything imported. Do we not realize that self-respect comes with self-reliance? I was in Hyderabad giving this lecture, when a 14 year old girl asked me for my autograph. I asked her what her goal in life is. She replied: I want to live in a developed India . For her, you and I will have to build this developed India . You must proclaim. India is not an under-developed nation; it is a highly developed nation.

Do you have 10 minutes? Allow me to come back with a vengeance.

Got 10 minutes for your country? If yes, then read; otherwise, choice is yours..

YOU say that our government is inefficient.
YOU say that our laws are too old.
YOU say that the municipality does not pick up the garbage.
YOU say that the phones don't work, the railways are a joke. The airline is the worst in the world, mails never reach their destination.
YOU say that our country has been fed to the dogs and is the absolute pits.

YOU say, say and say. What do YOU do about it?

Take a person on his way to Singapore . Give him a name - 'YOURS'. Give him a face - 'YOURS'. YOU walk out of the airport and you are at your International best. In Singapore you don't throw cigarette butts on the roads or eat in the stores. YOU are as proud of their Underground links as they are.. You pay $5 (approx. Rs. 60) to drive through Orchard Road (equivalent of Mahim Causeway or Pedder Road) between 5 PM and 8 PM. YOU come back to the parking lot to punch your parking ticket if you have over stayed in a restaurant or a shopping mall irrespective of your status identity… In Singapore you don't say anything, DO YOU? YOU wouldn't dare to eat in public during Ramadan, in Dubai .. YOU would not dare to go out without your head covered in Jeddah. YOU would not dare to buy an employee of the telephone exchange in London at 10 pounds (Rs.650) a month to, 'see to it that my STD and ISD calls are billed to someone else.'YOU would not dare to speed beyond 55 mph (88 km/h) in Washington and then tell the traffic cop, 'Jaanta hai main kaun hoon (Do you know who I am?). I am so and so's son. Take your two bucks and get lost.' YOU wouldn't chuck an empty coconut shell anywhere other than the garbage pail on the beaches in Australia and New Zealand ..

Why don't YOU spit Paan on the streets of Tokyo ? Why don't YOU use examination jockeys or buy fake certificates in Boston ??? We are still talking of the same YOU. YOU who can respect and conform to a foreign system in other countries but cannot in your own. You who will throw papers and cigarettes on the road the moment you touch Indian ground. If you can be an involved and appreciative citizen in an alien country, why cannot you be the same here in India ?

In America every dog owner has to clean up after his pet has done the job. Same in Japan ..
Will the Indian citizen do that here?' He's right. We go to the polls to choose a government and after that forfeit all responsibility.

We sit back wanting to be pampered and expect the government to do everything for us whilst our contribution is totally negative. We expect the government to clean up but we are not going to stop chucking garbage all over the place nor are we going to stop to pick a up a stray piece of paper and throw it in the bin. We expect the railways to provide clean bathrooms but we are not going to learn the proper use of bathrooms.

We want Indian Airlines and Air India to provide the best of food and toiletries but we are not going to stop pilfering at the least opportunity.

This applies even to the staff who is known not to pass on the service to the public.

When it comes to burning social issues like those related to women, dowry, girl child! and others, we make loud drawing room protestations and continue to do the reverse at home. Our excuse? 'It's the whole system which has to change, how will it matter if I alone forego my sons' rights to a dowry.' So who's going to change the system?


What does a system consist of? Very conveniently for us it consists of our neighbours, other households, other cities, other communities and the government. But definitely not me and YOU. When it comes to us actually making a positive contribution to the system we lock ourselves along with our families into a safe cocoon and look into the distance at countries far away and wait for a Mr.Clean to come along & work miracles for us with a majestic sweep of his hand or we leave the country and run away.


Like lazy cowards hounded by our fears we run to America to bask in their glory and praise their system. When New York becomes insecure we run to England . When England experiences unemployment, we take the next flight out to the Gulf. When the Gulf is war struck, we demand to be rescued and brought home by the Indian government. Everybody is out to abuse and rape the country. Nobody thinks of feeding the system. Our conscience is mortgaged to money.

Dear Indians, The article is highly thought inductive, calls for a great deal of introspection and pricks one's conscience too…. I am echoing J. F. Kennedy's words to his fellow Americans to relate to Indians…..

'ASK WHAT WE CAN DO FOR INDIA AND DO WHAT HAS TO BE DONE TO MAKE INDIA WHAT AMERICA AND OTHER WESTERN COUNTRIES ARE TODAY'

Lets do what India needs from us.

yesterday(22/07/2010) i talked to office of hon. shri. maheshji pathak, office of hon. shri. dange & hon. dr. wagh regarding our sixth pay status. hon. chief minister asked hon. chief secretary to clear the issues related to this sesion only. yesterday our secretary hon. shri. pathak talked to hon. chief secretary regarding cabinet approval of our sixth pay. acording to hon. chief secretary our sixth pay proposal will be kept in front of cabinet on 28/07/2010 or late on 04/08/2010 for approval.

09/07/2010 : myself alongwith our friends from gp, karad & coe, karad we met hon. Shri. Prithiviraj chavan. He talked to hon. chief secretary regarding our sixth pay. Same day he tried to contact hon. Chief minister bu unable to get on line.

11/07/2010 : our friends from gp, amaravati, gp, arvi, coe, amaravati & p.d. poly., amaravati(shri. hemant joshi & others round about 40 in number) met hon. Shri. Deshmukh m.l.a. teachers constituency, amaravati. Hon. Shri deshmukh has given l.a.q. regarding our sixth pay in coming session which will be there on 16/07/2010. Also he served notice to government regarding assurance given during last session about our sixth pay which is already published in nuta bulletin.

10/07/2010 & 11/07/2010 : our friends from nanded ( shri. Lokmanwar, shri. Mankar & others) followed hon. Shri. Omprakash pokarna m.l.a., nanded to cntact hon. Chief minister & conveyed the message of our sixth pay.

11/07/2010 : I called hon. Shri. Prithiviraj chavan with our district congress president & got the information that hon. Shri. Prithiviraj chavan talked to hon. Chief minister about our sixth pay & hon. Chief minister said he know the matter & it will be resolved soon. One of my friends (he dont want to disclose his name) called hon. Tech. ed. Ministers jalana office. hon. Tech. ed. Minister has received our letter dated 05/07/2010 & also told that he will be expediating the sixth pay matter very soon.

Our other friends definitely might have been done there best but might be unable to communicate.

Congrats to our all friends for their great efforts & ofcourse do keep it up.

FIRM CALL

Firm Call…….MGPTWA

Well, time has finally forced us to take ultimate step i.e. to decide on 4th July 2010.
On Wednesday, in the cabinet meeting, our 6th pay issue was not appeared.
So Govt finally did compel us to go on strike…..
There is no other way…..
Hence it is now confirmed to meet in Aurangabad on 4th July 2010 at 11 a.m.

Here is email received from G. P. Ratnagiri showing positive step (full heartedly support) taken by our friends at G. P. Ratnagiri. They are ready to support our unanimous decision (email attached).
Same is expected from others……

Be ready to meet at Aurangabad!!!

It is welcome fact that friends from aided Polytechnics and some from Engineering colleges are also joining us for the better cause!!!

Be in touch with one another and see that most of our friends are attending meet at Aurangabad.

CALL TO ALL

Message for last call………MGPTWA

Dear friends,

It is heard that our 6th pay issue will be considered as “issue on time with the permission of the chair” in tomorrow’s cabinet meeting (30th June 2010).
Hon. Minister shri. Tope saheb strived hard from bottom of the heart to convince Hon. Chief Secretary and it is likely that our issue will be resolved tomorrow. Let us pray for the best!
But we should be prepared for the worst i.e. if negative comes out, then what…….?
Unanimously, after consulting our friends from different polys, we have decided to meet together at Aurangabad (central place) on 04th of July 2010 i.e. on coming Sunday at 11 a. m. Local center MGPTWA president and secretary should remain present at Aurangabad to take decision on spot and implement it on state level.
While coming to Aurangabad, each local center representatives should bring a commitment in writing of all members for joining strike call given by MGPWA and ready to ban MSDTE and MSBTE activities till our demands are fulfilled.
All local center officials should conduct a meeting immediately and take commitment in writing from all members.
We shall wait till tomorrow and if we heard negative/positive, then our Aurangabad plan be implemented.
To meet out expenditure of tea, breakfast and lunch, each local center should pay Rs. 100 / - per participating member at Aurangabad.
So be ready to co-operate and unite together for the betterment of all!!!

Message from our President MGPTWA…..
(Wait till 14 – 07 – 2010)

As heard, there was no issue of 6th pay in yesterday’s cabinet meeting i.e. 24th July 2010.
But it is appreciable that our Hon. Minister himself taken 6th pay file to the cabinet meeting for further necessary action. Result is un-known.
Our president Mr. Pise sent message that we will have to wait for the result upto 14th July 2010 because Govt committed to give 6th pay upto 14th July (This is the answer given by Govt to one of the LAQs in last session).
We are unaware of this fact.
So as per president’s say, let us wait and watch!!
But we feel that we should not loose our temper and should hammer our efforts till we get positive result.

Time to decide……. for MGPTWA members

What to do? Time to decide……. for MGPTWA members
(News as on 24 – 06 – 2010)

It is high time to decide now what to do?
Last week, Hon. Chief Minister was out of India so we were hoping that when he returns back, our 6th pay issue will be taken on priority basis in coming cabinet meeting i.e. to be held today (24 – 06 – 2010).
Unfortunately, it is learnt that in this cabinet also, our issue is not given chance!!
Hence it is high time to decide ……………
We have taken opinions of our friends and everybody is ready to co-operate if association calls for banning MSBTE & MSDTE work from first of July 2010.
This opinion of our association members is conveyed to our President Mr. Pise and we urged him to stand by the decision of the members and take immediate action of issuing letters to authorities in order to respect mass opinion of all association members.
The reason is very simple. If our issue is not in today meeting, it may not consider in next meeting because importance is not being given to our issue. It will continue with negative result in spite of repeated efforts from Hon. Director, Hon. Dy. Secretary, Hon. Secretary and Hon. Minister. Remember, if 6th pay is not approved at least in next cabinet meeting, it is likely that it will not through in coming 6th months.
So ultimate action to be taken is put before everybody for decision and thought.
1) Issue letters to authorities stating therein that association is going on strike from 01st July 2010 till 6th pay issue is not resolved completely( approval with GR).
2) Meet Hon. Minister on 26th or 27th June at Jalna and request him again and make him aware about our strike step.
3) Meet all teacher MLAs and request them to take our issue on priority. Every member should try hard to meet teacher MLAs and other MLAs and convey them that we are only deprived of getting 6th pay in M. S.

It is crystal clear fact that when lots of Govt employees, receiving already 6th pay, united together and demanded DA rise from Janaury 2010, they received DA rise from June 2010 and not from January 2010.
We are only 1800 at the most in population (poly and engg).

So we must unite together and fight for our right cause!!

It is request to all members of association, on behalf of association, to think on this issue and convey opinions immediately so as association officials can take right decision.

UPDATE

Activites of MGPTWA till date from 28 – 05 – 2010 upto 10 – 06 - 2010

After 28 – 05 – 2010, we were hoping that 6th pay will be considered in the cabinet meeting scheduled on 2nd June 2010, but it failed due to unknown reasons. President Mr. Pise visited DTE officials and mantralaya authorities on 01st June 2010 and he did receive same answers as we have received from officials on 28 – 05 – 2010.
Then our friend Mr. Burkul went to Jalna and meet with Hon. Minister. Minister promised him that 6th pay will be through in next cabinet meeting i.e. on 9th June 2010. But due to Vidhanparishad elections, cabinet meeting of 9th June is postponed to 16th June and hence nothing has happened on 9th June.
I was personally in mumbai on 8th June and went to DTE and mantralaya along with Mr. Waghmare. We discussed following issues with Hon. Director, shri. Thakare and Dr.Wagh.
1) What about 99 our friends whose names were not included in the last two CAS orders?
2) What is your strategy about considering applications received from our friends whose previous service is not counted in last two CAS orders?
3) What about CAS orders of our friends from aided institutes?
4) What is the planning about next CAS meeting?
5) When latest seniority list will be published?
6) What about transfer orders?
The only answer to all above issues from the authorities is everything will be settled one by one only after transfer orders.
Transfer orders will be issued in next week. Transfer order will be in two phases i.e. first list will be of lecturers and senior lecturers (upto and including 10000 basic) and second list will be of remaining posts in next week because first list does not require sanction from Hon. CM.
Yesterday i.e. on 10th June, Mr. SM Naik, Mr. Pratap Desai and Mr. Kakde went to mantralaya and they have taken follow up of 6th pay cabinet file It is learnt that procedure for putting 6th pay file in the coming cabinet meeting is completed in all respects. First transfer lists of lecturers and senior lecturers will be on net within two days. Second list will be in next week.
From above activities till date, it can be hoped positively that we will get sanction to 6th pay in coming cabinet meeting on 16th June.
But if there is some created problem from the authorities or any planned delay, then we will have to think again and we will be required to take decided step.

Report on Visit to Mantralaya on 01/06/2010

Dear Friends,
all of you know that I had been to Mumbai on 01/06/2010. There, I met our newly joined Hon. Secretary, Hon. Shri Kulathe, Hon. Shri. Mahjan, Hon. Shri. Wagh & talked about our matters. Our sixth pay g.r. will be issued after formal cabinet approval which will be most likely to be given in coming cabinet meeting(09/06/2010). I also talked about sr. scale/sel. grade orders of our department as well as of aided polytechnics & librarians. Our remaining orders are in process. About orders of aided poly & librarians our Hon. Director along with Hon. Deputy Secretary will be meeting Hon. Secretary for further guidelines in coming week. Special thanks to Hon. Dr. Wagh for his truthful efforts in accelerating our sixth pay commission file.

REPORT ON VISIT TO MANTRALAYA

REPORT OF VISIT TO MANTRALAYA ON 28-05-10
We 04 persons visited mantralaya on 28 – 05 – 10 as per pre-decided assignment to know about progress of work.
We were given appointment at 2.30 pm. So we went wirh bouque to Dy. Secretary Dr. Wagh, offered him bouque on behalf of association. He welcomed us and offered seat and tea both. We were in his cabin for almost half an hour. He was finalising cabinet note (6th pay)of abour 10 pages in oeder to put it in next cabinet. Also he told us the procedure of file to be prepared before it is pur in cabinet meeting.This note is to be signed by our chief secretary then Hon. Minister, then Hon. Finance minister,then chief secretary and lastly Hon. Chief minister. Accordingly, Dr. Wagh put his signature after going thouroghly through the note and he said that he will immediately obtain signature of newly joined Chief Secretary Mr. Mahesh Pathak and then by special messenger he will send that cabinet note to Jalna for getting signed by Hon. Minister. On Monday, he will obtain signature of Hon. Finance Minister, Chief Secretary and lastly CM.
If it is done without any hurdle, then on Wednesday i.e. on 02nd June 2010, cabinet approval will be obtained and GR will be out on Friday.
Promotion of lecturers to HOD will be next priority. Some of our collegues whose previous service is not counted / partly counted etc should apply to DTE immediately. Corrigendum will be taken out soon If mistake is from authority but if some documents are missing, it will be put up in next meeting.
Then we approached to Chef Secretary. We offered him bouque on behalf of association. Surprisingly, Hon. Secretary is mining engineer and served as lecturer in Nagpur. He promised us to fulfill our demands.
So let us hope that on Wednesday we will get positive result!

On friday(21/05/2010), i called hon. shri. sahariya saheb & hon. shri. kulathe saheb ragarding further matters. both of them told me to talk to hon. shri. pathak (our new secretary) after he joins our department. accordingly date will be finalised & communicated. our sixth pay commision file is with our department which needs formal cabinet approval.

Dear Pise Sir Regards.
This is with reference to your e mail dated 4-5-2010. Sir , we all agree and support the decision taken by those who were present in Mantralaya to meet and discuss with Sahariya Saheb to postpone the decision of byecott till 25th of May. The agreement is with some dissatisfaction because after contineous follow up and requests, our goal is still not within a reachable sight. but still we understand the situation and the tremendous pressure you all must have suffered to take the decision .
I now come to the appeal to all from e mail. Sir, I don't understand what prompted you to instruct all local centres to call a meeting and get the consent of the members in writing. Is it a decision of all our respected leaders. If yes, then I must say it is a sad decision. Has our president lost the confidence in his fellow friends who unanemously and without any question followed the instructions given by headquarter ( president ) ? When we ask anybody whether he will join the strike or not, indirectly are we not prompting that he may say 'no' also.. So please give up this idea and if at all any bold decision is required to be taken, call the meeting of all centres and take the decision there. When president or secretary of local centre are attending the meeting, they are representing the entire local centre. There is no need to take in writing the consent from every member. It may weaken our movement.

Appeal from President of Association

Dear sir,
Yesterday myself with Hemant Joshi, Thakur, Kakade, Lokmanwar, Kulkarni, Chavan & others were in Mumbai. There we met Shri. Umap, Shri. Sahariya & Shri. Vispute from Finance. Our sixth pay commission file is presently in Finance department. According to Shri. Vispute few queries are there which will be clarified by our department. A couple of weeks may be required to clear the file from Finance department. Thereafter the file will be again put in front of cabinet for final approval. Remaining CAS orders file is presently with our Secretary. Our promotion file is sent to GAD. Shri. Umap asked concerned desk officer to process our registration file. All these facts were discussed with Shri. Kulathe. During discussions Shri. Kulathe advised us as following.

Before clearing file from finance(sixth pay), it is protocol that finance secretary will definitely talk to Shri. Sahariya. So in any case till sixth pay file gets cleared from finance department (or G.R. for sixth pay issued), the organization must be in good books of Shri. Sahariya.

With these discussions it is decided to give some more time to government to fulfil our requirements. Accordingly, the date is extended upto 25/05/2010.

APPEAL TO ALL

All centers are requested to conduct the meeting regarding the strategy after 25/05/2010.If we will be proceeding on strike then how it should be? Pl. take everybodys individual opinion about the matter & take written consent whether he will be on strike or not. Pl. do communicate the names of staff from your institute who are ready for strike & also who are not ready for strike. For all these matters after meetings(local centre) & data received by headquarter, an executive council meeting if asked by our many local centers will definitely be arranged.

Update on 1st May

Dear friends,

Our beloved friends Mr. Burkul, Mr. Khadse and Mr. Aghao from Aurangabad went to Jalna on 01st May and met with Hon. Minister Shri. Topeji. He immediately replied “wait for three days, you will be satisfied”. There is indication that he will be available in mantralaya on 03rd & 4th May. We will definitely approach him for our pending demands.

As declared earlier, association officials are going to meet Chief Secretary on 3rd May. If the result of discussion is not positive, probabely we shall be ready for our agitation i.e. "KAMBAND ANDOLAN". The final decision in this regard will be taken by apex body of our association and conveyed to all. So let us wait for the result.

29th April Update

Update of activities till 29th April 2010 by the Association (MGPTWA)

Dear friends,
Here is latest update of activities.
1) Mr. Pise, president, sent letter to Chief Secretary regarding meeting on 03rd May 2010 in Mantralaya to discuss about demands. In the same letter, he appealed to all members of MGPTWA to continue work upto 4th May 2010. What to do on 5th May 2010 depends upon output of the meeting.
2) Hence, all local centers should take print out of the same letter (emailed by Mr. Pise and also available on blog) and submit to Principal of the institute with a covering letter stating therein that MGPTWA is continuing with work upto 4th May till further action. Final decision will be conveyed from our president Mr.Pise, of course, after meeting with Chief Secretary.
3) Mr. Pise also sent letter to Hon. Minister Shri. Tope saheb opposing new RR for administrative posts. He did an excellent job.
4) Yesterday, at 08.30 pm I, myself talked with our Hon. Director S, K, Mahajan saheb regarding progress of CAS files and promotion. He replied positively and told that
i) CAF files are ready and will be put before Chief Secretary today i.e. 0n 29th April 2010.
ii) promotion of 23 persons is due.
5) Looking to the urgency of work, Mr. Naik immediately moved to mumbai and will be after movement of CAS files today. Thanks to Mr. Naik, who went to mumbai within a short notice of 03 hours. Mr. Naik will be accompanied by Mr. Waghmare, Mr. Daware, Mr. Patil, Mr. Gulhane and Mr. Pawar.
6) All these persons will be there in Mantralaya today and if necessary, they will seek help from Mr. Kulthe saheb.

strike postponed to 2nd May

As per the discussion with Hon. Secretary & Hon. Director, association authorities have taken the dicision to postpone our non-cooperation movement to 2nd May 2010. The decision is taken in presence & as per the request of Gazzetted officer's association. Association handed over the letter of intimation that if our demands are not fulfilled till 30th April, we will continue our agitation from 2nd May more vigorously. We are united & remain united.
